The Ministry of Local Government and Rural Development Permanent Secretary for Administration, Gabriel Pollen has implored 250 graduating Local Authority Committee Clerks to enhance transparency and efficiency in their execution of duties.
Dr Pollen says all Town Committee Clerks are required to record proper minutes during meetings to enhance transparency and efficiency in council operations.
This was said in a speech read for him by Director for Human Resource and Administration, Loveness Mubisi, during the graduation ceremony for Local Authority Committee Clerks at Chalimbana Local Government Training Institute in Chongwe district.
Dr Pollen said the ceremony marks the successful completion of an intensive training program aimed at enhancing professionalism, discipline and efficiency in Minute writing among Local Authority Committee Clerks.
He noted that all Local Authorities in Zambia are legally required to record and keep the proceedings of their meetings in line with provisions of section 9 of the Local Government Act No. 2 of 2019.
He has since directed all town committee clerks to ensure accurate and well-maintained records.
Speaking at the same event, Deputy Local Government Commissioner Wesley Mutamba urged all Town Committee clerks to strictly adhere to the disciplinary code and ethical guidelines governing their profession.
He said it is imperative that all Committee Clerks bring disciplinary cases to the relevant authorities and uphold the code of ethics to maintain high-quality service delivery in local government administration.
Meanwhile, Principal of Chalimbana Local Government Training Institute James Paipi commended the 250 committee clerks, drawn from 101 local authorities across the country and expressed confidence that the training has equipped all with the necessary skills to uphold high administrative standards and improve service delivery within their respective councils.
One of the graduates, Miriam Kambafwile expressed deep gratitude to the government and training facilitators for their dedication to capacity building.
