PROMOTE ON MERIT NOT ON CONNECTIONS – MWANAKAMPWE

CENTRAL Province Permanent Secretary Milner Mwanakampwe has called on the Zambia Police Service Commission to consider promoting officers who have acquired professional qualifications in various fields as a way of motivating them.

And Zambia Police Service Commission Chairperson Peter Machungwa said the Commission will look into the issue of motivating the officers with qualifications.

Dr. Mwanakampwe says promotions in the Zambia Police Service should be based on qualifications and hard work as opposed to connections.

The Permanent Secretary was speaking when a delegation from the Zambia Police Service Commission paid a courtesy call on him at his office in Kabwe.

“Education should be rewarded. We have a situation where some police officers mock those who go to school that school is for them while ranks are theirs. This is demotivating to the officers who have acquired qualifications but have not been upgraded,” Dr. Mwanakampwe said.

The Permanent Secretary said some officers have continued holding the position of Police Constable for over 20 years without being promoted despite acquiring educational qualifications.

Zambia Police Service Commission Chairperson Peter Machungwa said the Commission will look into the issue of motivating the officers with qualifications.

Dr. Machungwa also called for discipline in the Zambia Police Service and the Department of Immigration.

He said officers who will be found wanting of engaging in lawlessness will be dismissed from the public service as the Commission will not entertain bad eggs.

“We in the province appreciate the challenges our officers are facing so that we can attend to them,” Dr. Machungwa said.

Meanwhile, the Commission said it is saddened by the number of abandoned developmental projects in Serenje and other parts of the province aimed at lessening accommodation challenges police and immigration officers are facing in the province.

Dr. Machungwa urged the provincial administration to work with the commission to lobby for funds for the completion of housing units and office accommodation in Serenje, Ngabwe, Luano, Chibombo and Chisamba.

He e welcomed the call and called for teamwork in the completion of all developmental projects for police and immigration officers in the province.

He said works on housing units in Serenje started as far back as 2012 but nothing is happening on construction sites despite some of the projects being at 80 percent completion.

The Commissioners also addressed the officers from various stations under Zambia Police Service and the Department of Immigration to appreciate their challenges.
