KAPIRI Mposhi District Commissioner Francis Hasalama has cautioned residents to avoid disputes that have the potential to stifle development.
Mr Hasalama says he is disappointed that some villagers had influenced the siting of a communal borehole near their homes to their convenience and imposed restrictions on its use, including limiting the hours during which others could fetch water.
He made these remarks at Chisenga Manga Village in Muteteshi Ward where villagers are up in arms over the siting of a communal borehole that government has installed.
Mr Hasalama has reminded the residents that the boreholes were properties of the government and are meant to serve everyone in the community, stressing that no individual has the right to claim ownership or restrict access.
He has warned of stern action against anyone that will be found violating the rules that have been put in place regarding the use of the borehole.
Mr Hasalama has advised the villagers to prioritise harmony and inclusivity by establishing clear and fair guidelines for the shared use of the boreholes.
He also encouraged the villagers to resolve any disputes amicably and avoid actions that could lead to further conflicts.
The District Commissioner emphasised that the government is committed to improving access to clean and safe water, and urged for cooperation from the community to ensure that such resources benefit everyone.
